\n\n\nHello to all my 3rd Ward neighbors,
\nThis week I wish to update you on the disruptive behavior and violence occurring on the east side of the Stone Arch Bridge. I will also share what steps are being taken to prevent it.
\nSince the 4th of July, large groups (200-300) of suburban youth have gathered on the east side of the Stone Arch Bridge to socialize. Unfortunately, night after night the socializing turns into car racing, shooting fireworks at each other, residents, cars and buildings and we know that guns are also being carried and used.
\nThe 2nd Precinct police have done a good job trying to manage the unruly crowds but with the size of the crowds, combined with the unlawful behavior, the violence has spun out of control. Just last weekend a bullet went through the window of a resident’s home and lodged in the wall close to the bedroom. The week before a person was shot in the street. All summer the Stone Arch Bridge; Father Hennepin Park and the residents have had to bear the brunt of this negative and disruptive behavior.
\nMinneapolis Police have partnered with Park Police, Hennepin County Sheriff’s officers, University of Minnesota Police and even state troopers trying to bring calm back to the area. Extra patrols, no parking areas, towing illegally parked cars and traffic stops have all been instituted to mitigate the problem. My hope is that the parents and leaders in the community will become involved in helping stop this bad behavior and violence. Please know I keep in touch with the victims and will not stop trying to solve this ongoing problem.

\n\n\n\n\nEvery day, Minneapolis police officers respond to calls not knowing exactly what they are going to encounter. That was the case this week when our officers responded to an active shooting at 15 E. Grant St.
\n44 seconds after the call to 911, dispatch already had a squad car en route.
\nOne minute and 42 seconds later, Minneapolis police officers entered the building.
\nSeconds matter, and their actions within those two minutes and 26 seconds helped protect our neighbors, undoubtedly saving lives.
\nUpon arrival, they encountered a woman that was shot by the suspect. But for their efforts in applying a tourniquet – but for their efforts in making sure that she quickly arrived at the hospital – it is very likely that she would not be alive right now.
\nThey then went into the building, running toward the sound of gunshots, and dealt with an incredibly dangerous situation, encountering haze likely caused by an exploded fire extinguisher. Officers got victims out safely to the hospital, making sure that people could get treated and ultimately stay alive – all while they were getting shot at themselves.
\nIt's that kind of heroism that our police officers exhibited that deserves not just our greatest thanks, but also a deep understanding that these are the kinds of dangers they face day in and day out.
\nThis week also brought unimaginable loss to two Minneapolis families.
\nWe should be outraged that two members of our community – people who should still be alive today – were killed in this senseless shooting. We are heartbroken, and we hold the families and loved ones who are presently grieving them close to our hearts.
\nOn Wednesday night, I also visited officers Joseph Michnowski and Yahye Ahmed at HCMC to offer my support and encouragement. Officer Ahmed was released Thursday afternoon, and both officers are expected to make a full recovery. I know that their families are greatly relieved. At the same time, they should not need to experience this kind of senseless violence themselves.
\nThis week was also a painful reminder of the devastation violence can bring to a community, but it was also a reminder of who we are: people who run towards danger to help others, and neighbors who look out for one another in a city that shows up when it matters most.
\nOur city staff are well trained for this. Our Emergency Management and Neighborhood Safety departments immediately stood up their teams to offer support, guidance, and resources for residents. Because of their immediate actions, residents are now able to return to their units.
\nWe can't undo what happened this week. We can't bring back the lives we lost or erase the pain experienced by the families of these victims, but we can do everything possible to support our neighbors and support our community.
\nWe can stand together. We can care for one another. We can support those who were injured and make sure that no one has to face the aftermath of this tragedy alone. You can be that we will continue to be here for residents in the days, weeks, and months to come.

\nAround 4:30 p.m. on Wednesday, Sept. 2, Minneapolis Police Department officers responded to reports of shots fired at an apartment building near 15 E. Grant St.
\nSeven people, including three police officers, were transported to Hennepin Healthcare. One police officer remains hospitalized.
\nTwo people, including one at the scene and one transported to the hospital, died. The suspected shooter is also dead.

\nOn Monday, Aug. 31, Hennepin County began upgrading the control system that operates outdoor warning sirens across Minneapolis. The upgraded system will reduce alarms that reach areas not directly at risk and will give technicians better real-time data about system performance. These improvements help ensure the sirens are ready when residents need them most.
\nDuring the month of September, you may hear short, 10- to 15-second “growl tests” from these outdoor warning sirens. These tests help confirm that individual sirens are working. You may also notice small differences in how the monthly sirens sound or the timing of the alerts. These changes are normal parts of the testing process.

\n\n\nHello to all my 3rd Ward neighbors,
\nMy office has received a lot of correspondence pertaining to the proposed data center on the Star Tribune site and the community has repeatedly asked (and in some cases demanded) me to come out against this project. I want to take a moment to explain the difference between the city council’s votes on legislative policy versus a land use item such as the Star Tribune data center application which is considered a quasi-judicial vote.
\nA proposed policy item, like the proposed citywide data center ordinance, is legislative in nature and I am free to express my policy views, however, pending land use applications are like a court proceeding and are classified as quasi-judicial. Our City Attorney reminds us that in quasi-judicial matters we must avoid any prejudgment and if we express our position prior to the council voting on the item, we will be disqualified from voting on it and will be forced to recuse ourselves from that vote.
\nI also want to share that there have been several threats made towards me and my family by people opposed to this project and this is not acceptable! I do my best to be out in community and to engage constructively with my constituents but when my personal safety and the safety of my family come into question, I must take that into consideration when determining my community interactions. Please stop the threats against me and my family.
\nIn other news, The League of Women Voters is hosting a session on the pros and cons of the Hennepin County Garbage Burner, the panel will cover the history, benefits, risks, science, and the environmental justice perspective behind the HERC. This information session will be held at the Minneapolis Downtown Library on Tuesday, September 8 at 6:30pm.
\nAt the Committee of the Whole meeting, the council received the second quarter financial report for the City of Minneapolis. This is very helpful information as the council begins a very tight budget process for the 2027 budget.
\nNext week there are no committee or council meetings, so we will not be sending out a newsletter next Friday.

The HERC (Hennepin Energy Recovery Center) is the trash incinerator in downtown Minneapolis. This is where garbage trucks from Minneapolis and some of the surrounding communities bring our trash. According to Hennepin County, the steam from the HERC produces enough electricity to power 25,000 homes and it also provides energy to Target Field and other areas of downtown. The County also reports that emissions from the HERC are consistently below Minnesota Pollution Control Agency permitted levels. Critics of the HERC are concerned about the environmental and health effects generated by the HERCs emissions. They assert that the HERC is a public health risk especially for the people living nearby, many of whom are people of color and low income, who are disproportionately impacted by HERC’s emissions.
\nMany Minneapolis residents are wondering, where will the trash go without the HERC? Can we afford to close it? Can we afford to keep it open? Will zero waste efforts be enough to divert from the HERC? What is the just course of action for our waste in Minneapolis?

\nTo honor the community, Annunciation wants to be a beacon of light by serving, just as so many neighbors have served them over the last year. The school started its healing, moving toward \"a future filled with hope.\" This year’s theme is \"Guide Our Feet Into the Way of Peace.\" It’s the community’s way of healing through service. They encourage everyone to serve others in their own communities or to perform an act of kindness on Remembrance Day. Suggestions include:
\nThe community also requests that the public not send stuffed animals, flowers, food or other physical donations. Instead, anyone wishing to support the community is encouraged to contribute to the Annunciation Hope and Healing Fund - Catholic Community Foundation.
\nThe City of Minneapolis Mobile Medical Unit (MMU) is celebrating one year of meeting people where they are and connecting community members with health care, substance use treatment and other critical services. The mobile clinic, funded by opioid settlement dollars, was established to address the opioid crisis and gaps in access to health care, particularly for individuals affected by the opioid crisis, experiencing homelessness and those who are uninsured or underinsured.
\nDuring its first year of service, the mobile clinic has established connections across the city with community partners, community members and healthcare providers. The clinic staff has had 4,100 interactions with community members at more than 150 events across the city, including eight emergency deployments.
\nAs the MMU begins its second year, the City and its partners will build on the success of this first year and focus on expanding the number of opportunities to connect people with treatment and recovery services.

\nThe Family Gathering Concert Series is part of the City’s work to build community by bringing families together and supporting independent music venues. Funded through the $7 million Small Business Resiliency Fund, the series is produced in partnership with the Minnesota Independent Venue Alliance. Most concerts will be held Saturday mornings with a special Sunday finale at First Avenue.

Our Mobile Medical Unit (MMU) is celebrating one year of meeting people where they are and connecting community members with health care, substance use treatment and other critical services. The mobile clinic, funded by opioid settlement dollars, was established to address the opioid crisis and gaps in access to health care, particularly for individuals affected by the opioid crisis, experiencing homelessness and those who are uninsured or underinsured.

\nDuring its first year of service, the mobile clinic has established connections across the city with community partners, community members and healthcare providers. \nAs the MMU begins its second year, the City and our partners will build on the success of this first year and focus on expanding the number of opportunities to connect people with treatment and recovery services.

\n\n\n\n\nThis morning, far-right extremist and racist Jake Lang arrived at Minneapolis City Hall with others in two vehicles.
\nThey drove onto the sidewalk toward a crowd, leading to a confrontation. The Minneapolis Police Department responded to get the vehicles off the sidewalk and keep the peace.
\nMany people, including members of our Minneapolis Police Department, were then injured by projectiles and munitions deployed by people on both sides of the confrontation, and the two vehicles left the scene.
\nWith assistance from the Minnesota State Patrol, one vehicle was stopped near Washington Avenue and I-35W. The second vehicle was stopped by Bloomington Police near Lindau Lane and IKEA Way in Bloomington.
\nAll seven occupants — including Jake Lang — were arrested by the Minneapolis Police Department, and both vehicles have been impounded. Four others were also arrested.
\nWe are better than Jake Lang and the hate and division he represents.
\nWhile we will protect people’s right to peacefully express themselves, even when we find what they’re saying offensive or hateful, anyone exercising that right must follow the law and respect the safety of others.
\nI want to thank the Minneapolis Police Department and our law enforcement partners for their quick response, for keeping people safe, and for making sure those responsible were held accountable.

\nI have a bittersweet announcement to make: I have accepted a new job and today is my last day working in the Ward 3 office. I have truly loved working with and meeting so many of you over the nearly five years I've worked here. I feel so fortunate to have had this opportunity to serve the city I grew up in, and help all of you with whatever issue or concern you reach out about.
\nI also want to thank Council Member Rainville for putting his trust in me for all these years. He's been an absolutely wonderful boss and has taught me so many great skills. I am lucky to have been able to work for someone who cares so much about the people he represents, and the responsibility of the position he holds.

\nThis week started out with a wonderful Saturday on the East side of Ward 3. First I attended a pop-up juice restaurant on 13th Ave NE. The Ecuadorian entrepreneur joins the Ecuadorian flower shop between 2nd St. NE and 3rd St. NE as new businesses on 13th Ave. The goal of the pop-up is to move the concept into a brick and mortar location. I also ran across 13th Ave. to enjoy the Ecuadorian festival at St. Cyril Church. The new community of worship has revitalized the church which was founded by Czechoslovakian immigrants.

\nNext stop was to join the volunteers from the Sheridan and St. Anthony West Neighborhoods in the their monthly neighborhood clean-up. Everyone picked up trash and then returned to the NE Yacht Club to get to know each other and enjoy the fellowship.

\nThen I shopped at the NE Farmer's Market for my household's weekly fruits and vegetables. It was a great weekend in Ward 3 and excellent weather.
\nAt the Business, Inspections, and Zoning Committee we received a staff presentation on the draft data center regulations. The City has opened up the public comment period with a tentative public hearing scheduled for October 13th at the Planning Commission meeting. My fellow Council Members and I have a lot of questions still to be answered by staff and we have been hearing from both residents and non-residents about the potential impact. I welcome your thoughts. The major takeaways from the staff report are:

This Wednesday, Aug. 19, more than 25 venues across Minneapolis will host free live music from 4-8 p.m., with performances stretching from Saint Anthony Main through downtown to Eat Street. \n\n\nHello to all my 3rd Ward neighbors,
\nThis week the mayor delivered his proposed budget for 2027 which includes laying off city employees, merging departments and an 11% property tax levy increase. While I appreciate his honesty in admitting to the financial crisis Minneapolis faces, I will be looking at the details of his budget proposal to see where more cuts can be found. As all of us have had to cut our spending, so does the City of Minneapolis. Every renter, home owner and small business is affected by the rising cost of living in Minneapolis. My concern is that increasing property taxes is forcing lower and fixed income residents out of the city. It’s time for city government to tighten its belt.

\nAnother big issue this week was Scootergate, the scooter takeover downtown. On Saturday night, hundreds of teens converged on downtown, taking over streets, blocking intersection, racing the wrong way on the Hennepin Avenue bridge, and in a crazy and dangerous move, they took scooters on the freeway. I worked with our public works department, the city attorney’s office and the scooter companies (Lime and Spin) to geo-fence the scooters from driving on any freeway and limiting speeds in large sections of downtown and the riverfront. We have established an emergency communication plan with the scooter companies in the event there is another scooter takeover.
\nThis week, Council Member Shaffer and I met with the retail leasing agent for the Dayton’s Project to learn of their plans for ground level retail on Nicollet. Council Member Shaffer and I also participated in a ribbon cutting with Mayor Frey for the newest hotel in Minneapolis. Roami, located in the former Minneapolis Vocational High School across the street from the convention center, is an aparthotel and features a stunning roof top patio. A big thank you to Steve Hark, one of the owners, for investing in downtown.

The Sheridan Neighborhood Community Walk was this week. Second Precinct Inspector, Molly Fisher joined the walk and we spoke with residents and business owners about their needs and encouraged them to get more involved with the neighborhood organization. Next week I will join the St. Anthony East neighborhood on their community walk.

As some of you know from reading these articles, this is my second year working for Ward 3 and I couldn't be more grateful for my experience in this position. Since the beginning I've been so excited to be able to see and understand the inner workings of local government as it is a complex system that does wonders for our community. This internship has allowed me to gain access to perspectives of not only Council Member Rainville, but all different positions in city hall including researchers in committees, office aids, clerks, and more. One of my favorite things I have learned is the depth of each committee as they take on different rounds of challenges our community meets today. They are constantly adapting and there is always more work to be done but those involved are incredibly diligent with the choices they make to help our community.
\nI’ve personally got the most experience following the housing, safety, and budget committee and I can assure you that the Minneapolis community is in good hands after seeing all the efforts and research that are explored. This experience has also taught me the importance of connection, communication, and presentation while in a political field, it has been eye opening to me how connected everyone is in our community. I’ve learned this through watching Mr. Rainville as one of the best ways he keeps up with all his residents is by taking the time to connect with everyone in the Ward in and out of work. He does this by creating an open line of communication as he wants to be accessible to the needs of his community and will always take time to listen and understand new perspectives even if they don't always align with his own. I personally think it is one of the best characteristics to hold his position as it's easy to be fixed but he chooses to be open minded so he can learn as much as he teaches. As far as presentation goes, he has taught me the value of authenticity and presenting yourself the same all around as consistency starts with your being not just your actions. In all, this internship has built up greater excitement for me to one day be able to enter a political position myself so thank you Ward 3 for another amazing summer.
\nThe Minneapolis City Council started its process of considering the Mayor’s 2027-28 Recommended Budget at its regular meeting on Thursday, Aug. 13. City Council sent it to the Budget Committee, who will now comprehensively review the spending plan and priorities over the next several months. A final budget plan must be adopted by at least seven affirmative votes and approved by the mayor before the end of the year.
\nUpcoming meetings
\nThe Budget Committee consists of all 13 City Council members. This committee leads the City Council's review of the Mayor’s Recommended Budget and receives department performance reports. The next Budget Committee meeting is Aug. 24 at 1:30 p.m.
\nPublic hearings
\nThe public will have the opportunity to make their voices heard throughout the City Council’s budget process.
\nBoard of Estimate and Taxation (BET) sets the maximum levies for certain tax funds in the City including Municipal Building Commission, the Minneapolis Public Housing Authority and Minneapolis Park and Recreation Board (MPRB). A public hearing on the levy is scheduled for Sept. 9 at 5:05 p.m. BET is expected to adopt the maximum levy at its meeting on Sept. 23 at 4 p.m.
\nApproximately three public hearings will take place as part of the Budget Committee. Dates and times will be announced at a later date.

\n\nOn Aug. 12, Mayor Jacob Frey delivered his 2027 Budget Address, calling on the City Council and City leaders to work together to stabilize Minneapolis’ finances after years of crisis, rising costs and inflation.
\nThe mayor’s proposed $2.3 billion budget includes $753 million of General Fund expenditures and an 11.3% property tax levy increase. For the median-value homeowner, this would result in about $409 more per year, or roughly $34 per month.
\nThe proposed levy is an effort to address a more than $60 million budget gap while reducing spending by more than $20 million. Without changes to City spending and tough choices about right-sizing imbalanced budgets, the gap would have required a property tax levy increase of more than 19%.
\nThe proposed budget reduces spending through program and contract reductions, the elimination of around 100 full-time positions, the consolidation of City operations and other efficiencies. The elimination of these positions does not necessarily equate to lay-offs; the city will explore a broad range of options including leveraging vacancies, departures and planned retirements to offset the impact of these reductions to current employees.
\nThe budget also focuses on making City government more efficient by reducing duplication, streamlining operations and ensuring ongoing expenses are supported by ongoing revenues rather than one-time resources.
\nThe mayor's proposed budget will now go before the Minneapolis City Council for review and consideration.

\nThe Minneapolis City Council started its process of considering the Mayor’s 2027-28 Recommended Budget at its regular meeting on Thursday, Aug. 13. City Council sent it to the Budget Committee, who will now comprehensively review the spending plan and priorities over the next several months. A final budget plan must be adopted by at least seven affirmative votes and approved by the mayor before the end of the year.
\nUpcoming meetings
\nThe Budget Committee consists of all 13 City Council members. This committee leads the City Council's review of the Mayor’s Recommended Budget and receives department performance reports. The next Budget Committee meeting is Aug. 24 at 1:30 p.m.
\nPublic hearings
\nThe public will have the opportunity to make their voices heard throughout the City Council’s budget process.
\nBoard of Estimate and Taxation (BET) sets the maximum levies for certain tax funds in the City including Municipal Building Commission, the Minneapolis Public Housing Authority and Minneapolis Park and Recreation Board (MPRB). A public hearing on the levy is scheduled for Sept. 9 at 5:05 p.m. BET is expected to adopt the maximum levy at its meeting on Sept. 23 at 4 p.m.
\nApproximately three public hearings will take place as part of the Budget Committee. Dates and times will be announced at a later date.

\n\n\n\n\nToday, Mayor Frey delivered his 2027 Budget Address, calling on the City Council and City leaders to work together to stabilize Minneapolis’ finances after years of crisis, rising costs, and inflation.

\n“The circumstances that required us to respond in crisis are not the same circumstances that should define how we govern this city long-term,” said Mayor Frey. “For the long term, we need responsible stewardship. That means making difficult decisions, painful choices, and telling the truth about what it actually costs to run a city.”

Today, Mayor Frey led a joint oath of office for three department directors recently confirmed by the City Council.
\nCity Assessor Rebecca Anderson-Malmquist will continue leading the City's property assessments and valuations to ensure a fair and equitable property tax system while supporting its fiscal stability. Civil Rights Director Kaela McConnon Diarra will continue advancing the City's civil rights efforts by strengthening equity, enforcing anti-discrimination protections, improving accountability, and ensuring Minneapolis residents receive timely and effective civil rights services. Regulatory Services Director Enrique Velázquez will continue leading efforts to keep Minneapolis neighborhoods safe, healthy, and well-maintained through effective code enforcement, housing oversight, homelessness response, animal services, and more.
\nThe renominations reflect the administration's commitment to experienced leadership and continuity as the City advances its priorities and delivers essential services to residents.
\n\"I look forward to the work we as a City enterprise have left to do to keep safe streets, build affordable housing, and boost economic development opportunities throughout Minneapolis,\" said Mayor Frey.
\nThis week, Mayor Frey joined neighbors across Minneapolis to celebrate National Night Out.
\nNational Night Out is about more than a block party and gathers - though the food, games, and good conversations are always a highlight. It's an opportunity to build relationships, get to know the people who live around us, and strengthen the connections that make our neighborhoods safer and more welcoming.
\n\"There's always something special about seeing a neighborhood come alive on a summer weekday evening,\" said Mayor Frey, \"and I was grateful for the chance to connect with our neighbors across Minneapolis.\"

\nMayor Frey joined the United Health Foundation and Washburn Center for Children for a community event celebrating a $1 million investment to support the health and well-being of children and families across Minneapolis.
\n“The future of Minneapolis depends on the well-being of our children and families,” said Mayor Frey. “This $1 million investment from the United Health Foundation will expand access to critical mental health services, crisis support, and community resources for those who need them most. I’m grateful for the partnership of organizations across our city that are working every day to help our young people succeed, and for this important investment in the future of our city.”
\nThe funding will expand access to critical mental health services, crisis support, and community resources through partnerships with Washburn Center for Children, Minneapolis Foundation, Greater Minneapolis Crisis Nursery, and the Annunciation Hope and Healing Fund, who works directly with the families impacted by the Annunciation shooting last summer.
\nFollowing the announcement, Mayor Frey joined community leaders, nonprofit partners, and volunteers in packing backpacks with school supplies for local students, highlighting the importance of investing in young people and strengthening the support systems that help Minneapolis families succeed.

Mayor Frey visited the 4th Ward with Council Member LaTrisha Vetaw for his second Neighborhood Narratives, spotlighting TAP IN Kitchen and Cocktails.
\nTAP IN Founder and Owner Chris Webley recently purchased the blighted gas station next door, which he will transform into an outdoor entertainment space through a $1M investment. The transformation plays into his event venue and community co-working space NEW RULES, a few blocks up the street, and hopes to see the outdoor space be utilized by neighborhood artists and creatives 365 days a year.

\n\n\nHello to all my 3rd Ward neighbors,
\nThis week I want to honor the memory of John Derus, former Ward 4 Alderman and Hennepin County Commissioner. John was my cousin and very patient mentor.
\nA true son of Northeast Minneapolis, John's life was shaped by the death of his father, a Minneapolis firefighter, when he was still in high school at DeLaSalle. When John told the school he would have to leave because the family could no longer afford tuition, he was immediately granted a full academic scholarship. This concept of helping those in need became the foundation of his 24 years in public office.
\nAfter graduating from St. Cloud State University and serving with the Peace Corps in India during the 1960s, John became involved in politics, volunteering for Hubert Humphrey and Walter Mondale. They saw the talent in him and encouraged him to run for the 4th Ward council seat. At that time no Democrat had ever held that seat, and both Humphrey and Mondale door knocked for John.

\nJohn's desire to increase social services to the least fortunate citizens led him to run for the Hennepin County Board. During his 22 years on the County Board, including 14 as chair, he developed health care, job training, and small business programs. His most visible project was the redevelopment of the central riverfront.
\nWhile on the City Council, John was a driving force in supporting the Riverplace and St. Anthony Main residential/office/commercial buildings. When the Archdiocese was going to close and tear down Our Lady of Lourdes church, John and Al Hofstede convinced the Archbishop that the church would become the centerpiece of the renewal of East Hennepin and Main Street.
\nOne day as Hennepin County Board Chair, a demolition permit came across John's desk. The railroad no longer wanted to repair the Stone Arch Bridge and wanted to tear it down. John denied the permit and authored the legislation for the County to purchase the bridge for $1,001 and repair the damage from the 1965 flood.
\nWhen the County was replacing the old Broadway Ave. Bridge, John convinced his fellow Commissioners to save the middle span and float it downriver to become the Merriam St. Bridge connecting Nicollet Island to Main Street.
\nWhen there were plans to replace the Hennepin Ave. Bridge with a plain, freeway style bridge, John worked tirelessly to find the funding to build the current landmark Hennepin Ave. Bridge.
\nJohn was that rare politician that understood the balance government should strike between helping those less fortunate, nurturing the business community, and growing the City/County. He established the Hennepin County Railroad Authority and led the effort to purchase the railroad right of way along Hiawatha and Highway 7, which is now the Green Line LRT.
\nI spent a lot of time driving John around Minnesota as he advocated for ethanol use in County vehicles, an early attempt at decreasing fossil fuel consumption, and during his campaigns for governor and U.S. Senate. I learned so much from listening to him talk on the phone, watching him speak to voters, and helping countless residents in need of assistance.
\nHis compassion and willingness to help people who had no one else to turn to, and loyalty to his colleagues, friends, and family are all traits that I try very hard to emulate.
\nJohn lived a very full 86 years. May his memory be a blessing.

Much of my week was spent on committee meetings. The committees I personally attend are the Budget Committee, the Business, Housing, and Zoning Committee, and the Public Health and Safety Committee. The one I would like to emphasize today is the Business, Housing, and Zoning Committee.
\nOne of the current implementations that is being presented is the Rental License Ordinance. What this entails is that all rental licenses within the Minneapolis area that have been placed at a higher risk tier must go before the city council to get renewed. Now this concept of a tier comes from a 4 tier system created to depict the state of a space being rented with each tier detailing how many complaint based inspections have to occur outside of the regulatory ones. Tier 1 is equal to every 8 years, Tier 1D is the same as first but hasn't had a routine inspection, Tier 2 is equal to every 5 years, and finally Tier 3 is equal to every year (the higher risk). Now although this seems to be straightforward there are some challenges to this concept as its a multi year process so it may not take into account current conditions making the implementation more of a warning than a guaranteed experience. With this being said it must be clarified that city hall granting rental licenses does not mean a city stamp of approval in all areas it simply means that the rent reached minimum requirements and is granted a property relationship with the city to be compromised on. Given this is a multiyear project this implementation won't arise today or tomorrow so for all those in Ward 3 who own properties or are renter residents make sure to stay tuned to all the city council meetings where these conversations are being had.
\nAug. 11 is Election Day in Minneapolis. While many registered voters in Minneapolis have already cast early ballots, thousands of others will be heading to their polling places to vote.
\nVoting on Election Day
\nAll polling places are open from 7 a.m. until 8 p.m. Aug. 11. Anyone in line to vote by 8 p.m. on Election Day will still have the opportunity to vote.

\nIf you plan to vote on Election Day, check to see where your polling place is.
\nSample ballots available online
\nState law allows voters to bring materials into the polls to help complete their ballots, and the sample ballot is the single, best tool available for this purpose. By downloading and printing your sample ballot (which is specific to your ward and precinct), you can practice marking your ballot. You can bring your marked-up sample ballot as a reference to the voting booth when completing your official ballot.

\nTime off from work to vote
\nAll voters have a right to take time off work to vote without losing pay, personal leave or vacation time. Any employer found in violation of this law is guilty of a misdemeanor. Find more information on the Minnesota Secretary of State’s website.
\nIf you mailed a ballot
\nIf you completed and mailed back your early ballot, check the online ballot tracking tool in the morning of Aug. 11. If the tracking tool shows that your ballot has not yet been accepted, you should look up your polling place and go vote in person.
\nVoters can vote in person as long as election officials have not yet received and counted their mail ballots. Elections staff at polling places check to see if they’ve received and counted mail ballots from voters who want to vote in person. Voters are given ballots as long as the City has not received and counted mail ballots from them. Any uncounted mail ballots from people who have voted in person will be cancelled and not counted (even if election officials receive it later).
\nMail ballot drop-off ends 5 p.m. Aug. 11
\nAny Minneapolis voter who has a completed mail ballot but has not mailed it yet should not mail it in at this point. Instead, mail ballots can be dropped off 8 a.m.-5 p.m. on Election Day at Minneapolis Elections & Voter Services, 980 E. Hennepin Ave., or at the Hennepin County Government Center, 300 Sixth St. S.
\nCompleted mail ballots cannot be dropped off at polling places on Election Day.

\nThe Minneapolis City Council voted last week to confirm Mayor Jacob Frey’s nomination of Dr. Reginald Freeman as the 19th Chief of the Minneapolis Fire Department, the third African American leader to hold this office.
\nFreeman will focus on firefighter wellness, recruitment and retention, and continue the modernization of the department to meet the challenges of a rapidly changing world.
\nFreeman’s extensive leadership experience in fire and rescue services, emergency management and public safety is evidenced by his leadership of major departments in Oakland, Calif., and Hartford, Conn., as well as serving in a variety of executive roles across the United States and internationally. \nFollowing a recent incident in which a teenager fell 20 stories from a restricted mill building, the Minneapolis Police Department and Minneapolis Fire Department are reminding the public to avoid abandoned structures, underground tunnels, sewer systems, caves and all restricted areas in and around Minnehaha Falls.
\nUrban exploring and trespassing continue to be serious concerns in Minneapolis. These locations often contain significant hazards, including unstable or collapsing floors, broken glass, exposed electrical wiring and dangerous substances. Entering these areas can result in individuals becoming trapped, injured or killed, and further endangers firefighters, police officers and rescue personnel who may be called to respond.
\nWe ask the community to help prevent future tragedies:

\nAug. 11 is Election Day in Minneapolis. While many registered voters in Minneapolis have already cast early ballots, thousands of others will be heading to their polling places to vote.
\nVoting on Election Day
\nAll polling places are open from 7 a.m. until 8 p.m. Aug. 11. Anyone in line to vote by 8 p.m. on Election Day will still have the opportunity to vote.

\nIf you plan to vote on Election Day, check to see where your polling place is.
\nSample ballots available online
\nState law allows voters to bring materials into the polls to help complete their ballots, and the sample ballot is the single, best tool available for this purpose. By downloading and printing your sample ballot (which is specific to your ward and precinct), you can practice marking your ballot. You can bring your marked-up sample ballot as a reference to the voting booth when completing your official ballot.

\nTime off from work to vote
\nAll voters have a right to take time off work to vote without losing pay, personal leave or vacation time. Any employer found in violation of this law is guilty of a misdemeanor. Find more information on the Minnesota Secretary of State’s website.
\nIf you mailed a ballot
\nIf you completed and mailed back your early ballot, check the online ballot tracking tool in the morning of Aug. 11. If the tracking tool shows that your ballot has not yet been accepted, you should look up your polling place and go vote in person.
\nVoters can vote in person as long as election officials have not yet received and counted their mail ballots. Elections staff at polling places check to see if they’ve received and counted mail ballots from voters who want to vote in person. Voters are given ballots as long as the City has not received and counted mail ballots from them. Any uncounted mail ballots from people who have voted in person will be cancelled and not counted (even if election officials receive it later).
\nMail ballot drop-off ends 5 p.m. Aug. 11
\nAny Minneapolis voter who has a completed mail ballot but has not mailed it yet should not mail it in at this point. Instead, mail ballots can be dropped off 8 a.m.-5 p.m. on Election Day at Minneapolis Elections & Voter Services, 980 E. Hennepin Ave., or at the Hennepin County Government Center, 300 Sixth St. S.
\nCompleted mail ballots cannot be dropped off at polling places on Election Day.

Progress is taking shape at George Floyd Square. Crews have finished several major pieces of work, and Phase I construction is now anticipated to wrap up in October, ahead of schedule.
\nCompleted work includes removing overhead power lines, pavement, old streetcar rails and abandoned gas lines, as well as relocating hydrants. Crews have also completed sewer improvements and begun pouring new sidewalks.
\nThis work is helping bring the future vision of the area to life, including accessible pedestrian ramps, trees and green space, stormwater improvements, traffic-calming features, bikeways, lighting and restored transit service.

Hello Ward 3,
\nThis week I spent time tapping into the law side of politics. For those who aren’t aware I’m currently studying Political Science on a Pre-Law track with goals to become either an immigration lawyer or family court lawyer before making my way into politics. With these ambitions of mine I’m very fortunate to have a great support system with the Ward 3 council office who do their best to connect and direct me to the path necessary to achieve this. I recently got the opportunity to meet with one of the city attorneys and was able to gather a lot about what it takes to get to that position.
\nSome of my main takeaways were one as cliche as it is: it's vital to stand out when going through the applications of law school. As everybody is coming in looking for a foundation of law, they are more than likely to carry a heavy resume of law related activities. Although it’s vital to partake in those activities, it’s good to enrich yourself in a variety of activities, talents, and points of knowledge to separate yourself from the crowd and showcase how you can be a unique addition to the school.
\nSome activities he recommended were ones that included a variety of social presentations as half of law is how you present yourself to a crowd so activities like debate, speech, theater, mock trial, etc. He also mentioned the vitality in writing so having some experience with journalism always catches an eye. These pointers were a shock to me as it’s easy to get caught up in trying to have all the knowledge in law when in reality the power of being a good lawyer comes from the versatility you hold in each component and the overall presentation.
\nHe also mentioned how it’s important to not let go of your personality while heading into law work especially in regards to working with clients. More often than not people confuse professionalism with seriousness and unbiased composure but being someone’s lawyer means you must be aware, empathic, communicative, and able to gain a client's trust. To do so you must show that you’re also human and know how to support their needs in and out of the courtroom. Which to me is something that seems obvious but completely passed through my thoughts when thinking of what a lawyer is as in business seriousness is projected more than anything.
\nOverall all these words of advice made me more infatuated by the concept of being a lawyer and helped me feel more prepared as I continue the steps forward to achieving that goal.
\nThe City is investing $500,000 from the Small Business Resiliency Fund to bring more music and performances to Minneapolis this summer and fall. The funding will support fee-free events and music and venue activations in commercial districts, helping bring more people to local businesses and support musicians, live venues and independent promoters.
\nTwo upcoming events include Mile of Music, Aug. 19, 4-8 p.m., and Family Night Out (dates announced in August). Both will bring live music and entertainment to commercial districts across Minneapolis.
\nThe investment comes as a new report finds that Minneapolis’ arts and events venues generate $2.2 billion in local economic impact, underscoring the important role live music and events play in our community and economy.

\nMinneapolis residents pride themselves on being devoted water stewards; please keep up the good work using water wisely this dry summer. While the Mississippi River remains a reliable source of tap water for the city, the headwaters of the Mississippi are in a drought. Practicing wise water use helps conserve water, alleviating demand on the water supply and helping us avoid watering restrictions.
\nIn coordination with the Minnesota Department of Natural Resources (DNR), the City closely monitors river flows and watershed conditions affecting our water supply. The DNR updates a statewide drought conditions map every week; today the map shows our water source to be in moderate to severe drought. If the drought gets worse and flows in the river reach the drought warning stage, the City will implement measures to reduce water consumption, including watering restrictions.
\nTips to help conserve water
\nEveryday household tips to use water efficiently
\nWhile formal watering restrictions are not in place, we encourage residents and businesses to always use water wisely.
\nThe City’s animal shelter has plenty of four-legged friends available for adoption, and there are no adoption or licensing fees Aug. 7.
\nNormally, Minneapolis residents pay no adoption fees for cats or adult dogs but $250 for dogs 6 months and younger. Non-residents normally pay an adoption fee up to $250 for dogs and $25 for cats plus tax for any of the pets. Licensing fees also typically apply.
\nThe City provides daily care, shelter and adoption services for animals in Minneapolis. We have about 75 animals in our care right now. Every adoption creates space for another animal in need. We’re open six days a week for adoptions and have a constantly changing selection of pets rescued in your community, cared for by your City.
\nAdoptable cats and dogs are already spayed or neutered, vaccinated and microchipped. MACC Pack, Minneapolis Animal Care & Control’s nonprofit partner, will be covering all adoption and licensing fees.

\nJuly is the 11th anniversary of Disability Pride Month. The month promotes the talents and experiences of people with disabilities. It acknowledges their strength against hate and harm, and it honors solidarity across disabilities.
\nThe Disability Pride flag’s dark gray background refers to mourning for people who have died because of ableism, eugenics, violence and negligence.
\nFive diagonal colors — red, yellow, white, blue and green — each represent different disability groups.
\nJuly was the 36th anniversary of the ADA. The ADA was signed into law on July 26, 1990, and is the civil rights law for those with disabilities barring discrimination in most areas of life.

\nThe City of Minneapolis is beginning work on our next comprehensive plan. The plan is called Minneapolis 2050. It will guide how the city will meet the needs of people who live in, work in and visit Minneapolis.

\n\n\n\nThe City of Minneapolis is moving forward with plans for the new Minneapolis Democracy Center, transforming the building at 3000 Minnehaha Ave., the former headquarters for MPD's 3rd Precinct, into a dedicated location for civic engagement and community access. The building's designs are now finalized. New renderings offer a first look at how this modernized site, which was damaged during the civil unrest in 2020, will take on a new purpose to serve voters, support community use and create a welcoming civic hub.
\nTo move this vision forward, construction bidding will take place this summer to select a contractor. Visible construction will likely begin in the fall.
\nThe Minneapolis Democracy Center will include a dedicated community space to support connection, bring access to resources and contribute to the vibrancy of the neighborhood.

\nOperation Metro Surge caused widespread harm across Minneapolis.
\nThe City’s updated Impact Assessment estimates nearly $700 million in impacts to the Minneapolis community and City government operations.
\nThe assessment shows how Operation Metro Surge affected people’s ability to work, go to school, access food and health care, stay housed, seek legal protection and feel safe in daily life.
\nThis builds on earlier findings about livelihood, shelter, health and food security. It adds new information about protection and youth and education.

\nIn response, the City is working to better understand impacts and invest in resources where help is needed most.
\nMinneapolis Forward is the City’s effort to boost economic resurgence and community cohesion across Minneapolis in the aftermath of Operation Metro Surge. Through direct funding, partnerships and community-led work, we are helping businesses get back on their feet, connecting families with resources and bringing energy back to neighborhoods and cultural areas.

August is National Black Business Month. Join the Black Business Summit + Market at The Northside Epicenter on Saturday, Aug. 1, from 10 a.m. to 4 p.m.
\nThe community celebration will feature more than 20 Black-owned businesses, food trucks, activities and community resources. Attendees can also take part in free herbal education classes and get a free haircut at the on-site barber shop.
\nFrom noon to 2 p.m., the Black Business Summit Pitch Competition will spotlight entrepreneurs as they pitch their businesses and ideas for a chance to win one year of free office space at the Northside Epicenter.

\nJoin neighbors from across the city at the “Southside, We Outside” community cookout, a free, family-friendly public event at Washburn High School in Ward 11. Celebrate summer on the Southside, connect with elected officials and community resources, and enjoy food, games, a bouncy house and other festivities.

The City’s Open Streets events are back in 2026 with three car-free community celebrations that will transform major corridors into spaces for neighbors to gather, explore local businesses and enjoy entertainment and activities.

\nThe City’s animal shelter has plenty of four-legged friends available for adoption, and there are no adoption or licensing fees Aug. 7.
\nNormally, Minneapolis residents pay no adoption fees for cats or adult dogs but $250 for dogs 6 months and younger. Non-residents normally pay an adoption fee up to $250 for dogs and $25 for cats plus tax for any of the pets. Licensing fees also typically apply.
\nThe City provides daily care, shelter and adoption services for animals in Minneapolis. We have about 75 animals in our care right now. Every adoption creates space for another animal in need. We’re open six days a week for adoptions and have a constantly changing selection of pets rescued in your community, cared for by your City.
\nAdoptable cats and dogs are already spayed or neutered, vaccinated and microchipped. MACC Pack, Minneapolis Animal Care & Control’s nonprofit partner, will be covering all adoption and licensing fees.

\nThe State of Minnesota requires us to review all City properties once every five years. Our assessors will be out doing reviews through mid-September. We'll be wearing yellow vests and have City identification.

\n\n\n\nIn July, the City of Minneapolis, in partnership with park, county and transit agencies, announced a coordinated effort to increase enforcement on open-air drug markets operating in the city. In addition, several indigenous organizations are partnering with the City to strengthen the commitment to enhanced public safety, while expanding opportunities for healing and recovery throughout Minneapolis.

\nThis increased effort does not negate resources and services for people struggling with addiction.
\nThe City’s Homeless Response Team will continue daily efforts at all sites, offering shelter, treatment and services. The commitment remains to building relationships with a human-centered, compassionate approach.
\nThe City’s Health Department will also continue to deploy the Mobile Medical Unit (MMU) to provide opioid addiction resources, health care check-ups and more. \nThree NARCAN vending machines in the city have distributed more than 11,000 life-saving doses to date.
